REGULAR MEETING
April 22, 2010 at 7 p.m.

CALL TO ORDER: Chair Rodrigues called the meeting to order at 7:00 p.m.

ROLL CALL: Present were Chair Ernie Rodrigues, Vice Chair Blythe Lind, and Commissioners Eileen Hofstadt, Lanny Brown and Alyssa Madden. Staff members present were: Craig Bronzan, Director; Roger Stromgren, Landscape/Facilities Manager; Poldina Scherff, Recreation Manager; Edie Keller, Administrative Supervisor and Linda Stadlbauer, Administrative Assistant II.

PRESENTATION(S): Tim Jensen, Sr. Civil Engineer for the Contra Costa County Flood Control, gave a PowerPoint presentation which outlined the history, purpose and staffing of the Flood Control District. Poldina Scherff informed the Commission that the Brentwood Family Aquatic Center had won the Silver level of the 2009 Ellis Award for Safety.

CITIZEN COMMENTS: Zack Harris, East Diablo Youth Soccer League (EDYSL), would like to be scheduled on a Parks and Recreation Commission agenda to consider a modification of the use permit process and regulations currently in place for Sunset Park to change field size for youth use and also allow vending for fundraising purposes.

5. ACTION ITEM: Appointment of subcommittee assignments for Commissioners. (E. Keller/R. Stromgren/P. Scherff)
Edie Keller presented the revised subcommittee list and had requested Commissioners to fill the vacant positions and approve the revised subcommittee list.
Changes/new appointments are:
Recreation Division Liaison: Rodrigues/Lind
Park Maintenance Division Liaison: Madden/Lind
Park Improvements: Hofstadt/Madden
Parks Play Equipment Improvements: Lind/Madden
Current Parks/Projects:
Agriculture Park and History Center: Hofstadt/Brown
Windsor Way Park Expansion: Madden/Brown
Egret Park: Lind/Rodrigues
Barrington Park: Madden/Lind

6. ACTION TIME: Approve Eagle Scout project – Veterans Memorial (R. Stromgren)
Eagle Scout Candidate David Juarez presented the Commission with his idea to install a memorial plaque in Veterans Park. His plan includes fundraising, holding an appreciation dinner for veterans, and the installing the plaque itself. The plaque will be a 13” by 13” granite slab with a poem engraved on it honoring veterans. Commissioner Hofstadt requested confirmation that David was seeking Commission approval to do the project and that there would be no expectation or commitment from the City for any physical or monetary support, which the scout confirmed. He also clarified that his timeline for completion is approximately the end of July 2010.

STAFF COMMENTS
Poldina Scherff advised the Commission that we will be installing working surveillance cameras at Veterans Park. The project involves Parks and Recreation, Public Works, Information Systems and the Police Department. She also announced that Eric Powell’s plaques will be installed and the missing critters will be re-installed on Monday, May 17th at 4:00 p.m. The Aquatic Center will open for recreation swim on May 1st. We will be presenting the City Council with a proclamation request declaring May as National Drown Prevention Month. The sports field draft will be in early May.

Roger Stromgren advised the Commission the tree and plant replacement program continues to progress. He also informed them that street lights will be replacing the bollard lights at Heron Park.

Edie Keller thanked Roger Stromgren and Poldina Scherff for their input on the subcommittee list. She also advised the Commission that the June Parks and Recreation Commission meeting will be held at Blue Goose Park. As Chair Rodrigues will be out of town for the next East Bay Regional Parks District meeting held on June 16, 2010 at 6:00 p.m. at the Brentwood Senior Activity Center, Vice Chair Lind will be attending in his place.

COMMISSIONER COMMENTS
Commissioner Madden advised the Commission that she attended the March 31st Park Ad Hoc Committee Meeting. She also inquired about how we choose the colors of the Pee Wee hats; another team mom remarked to her at a game that her child is unable to wear the hat to school as it represents a “gang” color (red or blue). Poldina Scherff responded that logos and true team colors are very expensive, hence the simple blue and red. Commissioner Brown suggested that white hats might be a good compromise.
