REGULAR MEETING
August 26, 2010 at 7 p.m.

CALL TO ORDER: Chair Rodrigues called the meeting to order at 7:00 p.m.

ROLL CALL: Present were Chair Ernie Rodrigues, Commissioners Lanny Brown and Eileen Hofstadt. Vice Chair Blythe Lind and Commissioner Alyssa Madden were excused absent. Staff members present were: Roger Stromgren, Parks Maintenance Manager; Poldina Scherff, Recreation Manager; Tammy Homan, Management Analyst; Edie Keller, Administrative Supervisor and Linda Stadlbauer, Administrative Assistant II.

CONSENT CALENDAR:
1. Approve minutes of regular meeting of July 22, 2010
2. Accept Recreation Manager project status report. (P. Scherff)
3. Accept Parks Division monthly report. (B. Margesson)
4. Accept Landscape Division monthly report. (A. Wanden)
5. Accept results of Ellis & Associates audit of the Brentwood Family Aquatic
Complex. (M.Kaiser)

SCHEDULED MATTERS:
6. ACTION ITEM: Approve Parks, Trails and Recreation Master Plan Annual Report for Fiscal Year 2009/10 and recommend moving this item forward to City Council for approval. (T. Homan)
The Commission all agreed that the report was very well formatted with excellent readability, great pictures, and interesting information.

STAFF COMMENTS
Roger Stromgren advised the Commission that the streetlights at Heron Park are done. Asset inventory is ongoing, as we are updating our files to be able to project the maintenance and replacement costs for items such as benches, tables, etc. for the future. Copper theft has slowed down for Parks and Recreation’s, thanks in part, to our vandalism deterrent electric box covers. However, it is still continuing in the Public Works Department areas such as streetscapes. In general, graffiti vandalism has slowed down. Mallard Park will have the sandbox removed and replaced with rubberized surface due to the sand consistently clogging the drain.

Edie Keller informed the Commission that Terra Care, our landscape subcontractor, is looking into irrigation problems that are causing the muddy area in the east sector of Blue Goose Park. She also advised the Commission that the emergency standby phone number for landscape issues is 925-382-5346. We will be applying for the District Volunteer Award for David Juarez the Eagle Scout who installed the memorial stone at Veterans Park.

COMMISSIONER COMMENTS
Commissioner Hofstadt inquired about the status of Summerset Park. Chair Rodrigues advised the Commission that City Council approved the motion to move forward with the park and received a standing ovation from the standing-room-only Summerset crowd. Roger Stromgren said that the park would incorporate the 3-acre northern piece of property, and the design will include a meandering sidewalk with wildflowers, olives and grapes. We anticipate that work will begin in July of 2011.

Chair Rodrigues requested of Edie Keller and Craig Bronzan that all of the Parks and Recreation staff be nominated for the CPRS District III Award. He would like to know the status of the bocce courts at Veterans Park. Roger Stromgren replied that he would call the Eagle Scout who was going to do the project and see where he is on it. If he will not complete it, then Parks and Recreation will finish the job.

A representative for the Senior Club, Barbara Russell-Cambra, was present and informed the Commission that the seniors have decided to make the Ice Cream Social a free event, and that the Senior Club liked Commissioner Lind as their substitute liaison in representation of the Park and Recreation Commission. She also commented that the bocce court may not need to be fixed, as there is no room to walk on either side anyway, and that maybe we could just fill it in and put a bench there.
