CALL TO ORDER: Chair Rodrigues called the meeting to order at 7:00 p.m.

ROLL CALL: Present were Chair Ernie Rodrigues, Vice Chair Blythe Lind, and Commissioners Eileen Hofstadt, Lanny Brown and Alyssa Madden. Staff members present were Craig Bronzan, Director, Roger Stromgren, Landscape/Facilities Manager; Poldina Scherff, Recreation Manager; Mac Kaiser, Recreation Supervisor; Tina Clark, Accountant II; Edie Keller, Administrative Supervisor and Linda Stadlbauer, Administrative Assistant II. Also present was Pam Ehler, Director of Finance.

PRESENTATION(S): Alyssa Madden was sworn in by Mayor Bob Taylor as the newest Park and Recreation Commissioner. He then presented Sandra Myers with an appreciation plaque and paperweight for her service to the Commission, and presented Commissioners Brown and Hofstadt with appreciation paperweights for their service as Chair.

CONSENT CALENDAR:
1. Approve minutes of regular meeting of January 28, 2010.
2. Accept Recreation Manager project status report. (P. Scherff)
3. Accept Parks Division monthly report. (B. Margesson)
4. Accept Landscape Division monthly report. (A. Wanden)

SCHEDULED MATTERS:
5. DISCUSSION ITEM: Discussion of the draft 2010-2011 Capital Improvement Program Budget.

Pam Ehler presented her report regarding the Development Fee Program. She explained how developers pay the fee at the issuance of their building permits, and that the purpose of the program is to defray the cost of building and maintaining public facilities. With the downturn of the economy, the number of permits issued fell dramatically. Only recently has the number started to slowly increase, with the expectation that it may reach 93 by the end of June 2010. Even with this marginal upturn, Craig Bronzan explained that the fees cannot be used for renovation, which is a concern for our many existing parks. Commissioner Hofstadt requested direction from staff as to how much and in what capacity the City wants the Commission to be involved in decisions related to existing and future parks. Staff will return with that information at a future meeting. Mr. Bronzan then presented the existing list of prioritized projects for the Commission’s consideration. As funding is limited, only the first five items will be taken to the City Council for recommendation. Staff recommends the following projects in order: construction of 1) Summerset Park; 2) Empire Avenue School Park; 3) Sand Creek Soccer Complex (at Fairview and Sand Creek); and 4) Windsor Way Park expansion; as well as 5) the expansion of Sunset Park for more parking or an additional field. The Commission concurred with staff recommendations. Pam Ehler then encouraged all to come to the CIP Workshop with City Council on March 23, 2010, that will be discussing the public’s suggestions for use of City funds as they relate to parks.

6. ACTION ITEM: Approve 2010 committee assignments. (E. Keller)
Staff is recommending the Chair Rodrigues as the Senior Club liaison and Vice Chair Lind to be his backup. Staff will bring descriptions of the duties for liaisons, backups and alternates to the next meeting. It was recommended that all completed projects be taken off the committee assignment list.

STAFF COMMENTS
Mac Kaiser informed the Commission that the use of the card scanner for lap swim is very successful, that staff is in the process of updating use policy, swim teams are very busy and joint use at Heritage Pool is running smoothly.

Poldina Scherff reminded the Commission that the Aquatic Center is opening for recreation swim in May.

Craig Bronzan advised the Commission that the Parks and Recreation Department is researching the implementation of a Facebook page for use as an advertising tool and an additional informational resource for our programs.

Roger Stromgren advised the Commission that he would like to touch base with three of the committees; Park Naming, Trails, and Veterans Park Phase III. He also informed the Commission that the Trails Map is being revised at this time with an updated map available soon on our website and in the Activities Guide, and we plan to publish it in a trifold brochure and on dvd in the near future. Also, that McClarren Park is now open and staff will send out an announcement flyer to the local residents. The contract for the Summerwood Park play equipment is being written and will be finalized soon. Once it is completed, the equipment will be ordered. The anticipated completion date is June 2010. Citywide replacement funding was approved, so we should be seeing landscape improvements all over town. The 5-year plan for tree pruning is complete. The City is researching a centralized lighting system for the ball fields at Oak Meadow, Balfour-Guthrie and Sunset Parks. Advantages would include computerized on and off cycles during rentals and remote access from a laptop. This is scheduled to be installed, barring the delays due to copper theft, by the end of this fiscal year. Regarding the recent copper theft; new cement redesign of electric boxes has discouraged theft in some parks, but thieves are still active. Staff is working closely with the police department, but asks that the public stay alert, as well.

COMMISSIONER COMMENTS
Commissioner Madden is looking forward to working with staff and the Commission.

Commission Brown inquired about the loss of the water at Heron Park. Craig Bronzan informed him that Flood Control drained it for flood holding capacity.

Chair Rodrigues informed the Commission that the General Manager and Assistant General Manager of Livermore would like to make an official visit to Brentwood, and he will be glad to be their guide. East Bay Regional Parks District has a meeting at the Brentwood Senior Activity Center on June 16 at 7pm and would like to see the Commissioners attend. He would also like to have a workshop for staff and the Commissioners. Craig Bronzan will meet with Chair Rodrigues for details.
