CALL TO ORDER: Chair Lind called the meeting to order at 7:02 p.m.

ROLL CALL: Present were Chair Blythe Lind, Vice Chair Alyssa Madden, Commissioners Eileen Hofstadt, Bruce Mulder and Sandra Myers. Staff members present were: Roger Stromgren, Park/Maintenance Manager; and Linda Stadlbauer, Administrative Assistant II.

CONSENT CALENDAR:
1. Approve minutes of regular meeting of April 28, 2011
2. Accept Recreation Manager project status report. (P. Scherff)
3. Accept Parks Division monthly report. (B. Margesson)
4. Accept Landscape Division monthly report. (A. Wanden)
5. Accept Maintenance Division monthly report. (M. Azamey)
6. Accept Proclamation declaring July as Parks and Recreation Month and forward to City Council for approval (P. Scherff)

SCHEDULED MATTERS:
7. VERBAL UPDATE: Verbal update regarding the meeting with the Special Kids Foundation. (R. Stromgren/B. Lind/A. Madden)
Roger Stromgren updated the Commission on the progress of the Universal Abilities Playground contract discussions with the Special Kids Foundation. Discussion at the meeting included the use of City funds, fundraising opportunities, labor laws regarding use of current contracted City workers volunteering for the installation, use of grant money, ideas from Shane’s Inspiration and Kaboom, and the cost of design, materials and the installation of equipment for the universal playground. A contract agreement will need to be written before the project moves forward, describing the roles of both the City and Special Kids Foundation.

STAFF COMMENTS
Roger Stromgren updated the Commission about the letter campaign initiated by Parks and Recreation, regarding the City Ordinance which will enforce the replanting of trees that have been removed from mow strips by the home owner. This will be a joint effort to include staff from Public Works, Code Enforcement and Parks and Recreation. Parks and Recreation will also be responsible for the Encroachment Permits submitted to the City for approved tree removal/replacement. He will set up a meeting with the Tree Sub-committee to update them.

Roger Stromgren also informed the Commission that City Park will be closed until March 2012, and, in the meantime, the universal swing may be moved to Orchard Park.

He will also schedule a field trip for the Commissioners to visit all of our facilities and parks. And an update on the cameras at Creekside Park and Windsor Way Park; they are doing their job and deterring loiterers/vandals.

COMMISSIONER COMMENTS
Commissioner Mulder had kudos for staff on Item #6 of the agenda. He also inquired as to how Playport to Fun is going. Staff replied that it is going well.

Commissioners Myers and Hofstadt complimented Code Enforcement for all their hard work they do in the City regarding contact and follow-up with the parties responsible for the upkeep of foreclosed homes.

Commissioner Myers informed the Commission that she attended the East Bay Regional Open House on June 22nd, at which time the Relief Map at Big Break was dedicated. She also informed the staff and Commissioners that Mike Moran, lead ranger at Los Vaqueros Reservoir, would be available to give a small guided tour of Vasco Caves and vernal pools. She will contact him for more information. Commissioner Myers updated the Commission with news from the Senior Center; they would like to see the bocce courts better maintained and the oyster shell filling replaced.

Chair Lind inquired as to the maintenance schedule for Stonehaven Park, as it seems to need more care and cleaning. Roger Stromgren said it is currently once a week, but he will look into it.

Commissioner Hofstadt inquired about the opening day for the new Community Center, to which Roger responded January 1, 2012.

Commissioner Myers requested new name badges for the Commission. Linda Stadlbauer will check with staff and report back.
