CALL TO ORDER: Chairperson Brown called the meeting to order at 7:01 p.m.

Staff members present were Craig Bronzan, Parks and Recreation Director, Poldina Scherff, Recreation Manager; Roger Stromgren, Landscape/Facilities Manager; Tina Clark, Accountant II, Jackie Dwyer, Recreation Coordinator, Pam Ehler, Director of Finance and Information Systems, and Edie Keller, Administrative Supervisor.

4. Discussion regarding the draft 2009-2010 Capital Improvement Program Budget
(C. Bronzan).
Craig Bronzan introduced the CIP budget report, and for further information and clarification introduced, Pam Ehler, Director of Finance and Information Services. The Commission was informed that it will take approximately 8 years to recover from the current financial condition that the slowdown in development has caused, because though we expected to issue 35 building permits, there have only been 4 issued, with a possibility of 9 more by the end of the fiscal year. One of the recommendations that the City of Brentwood staff will make to City Council is to postpone the building of Summerset Park, a decision not reached lightly. Due to the effect of the current economic situation, grant opportunities are more reduced, and one of the other projects that will be put on hold will be the refurbishment of the John Marsh Home. On another note, Pam Ehler advised the Commission that City of Brentwood has done a good job of clearly explaining our use of funds to the press, thereby inspiring the public’s confidence in the management of the City resources. Also, foreclosures are being purchased for higher than asking price; an optimistic sign of some recovery.

5. Approve the new rules regarding the upcoming Spring 2009 Adult Coed Soccer League (B. Gary and J. Dwyer)
Jackie Dwyer, Recreation Coordinator, presented this staff report which included the suggestions from the Commissioners at the December 2008 Park and Recreation Commission meeting, and requested approval so that the rules could be applied in the upcoming season.

STAFF COMMENTS

Roger Stromgren, Landscape/Facilities Manager, advised the Commission that Topaz Park will be going to the January City Council meeting for acceptance. Blue Goose Park will be going in February. Garin park and Trail in February, as well. He is checking into whether the shade covering at Mallard Park is missing.

Craig Bronzan advised the Commission that though City Council appreciated the Commission’s offer to forgo their stipends, it is not necessary. Also, he reminded the Commission about the importance of adhering to the policy set forth by the Brown Act when emailing.

Poldina Scherff, Recreation Manager, updated the Commission that the new Senior Activity Center is open and running.

COMMISSIONER COMMENTS

Commissioner Rodrigues gave kudos to Poldina Scherff and Parks and Recreation Department for the completion and opening of the Senior Center. He also advised the Commission that Craig Bronzan had won the “Outstanding Professional” award from CAPRCBM, to be presented in Santa Clara. He will accompany Mr. Bronzan to the banquet.

Commissioner Hofstadt congratulated Mr. Bronzan on the award and stated that she and her husband are attending the awards banquet, as well. She also stated that she would like to volunteer at the new Senior Center.

Commission Chair, Lanny Brown, complimented the staff for the impressive new Senior Center.

REQUEST FOR FUTURE AGENDA ITEMS:
Commissioners would like to discuss the role of the Commission in the difficult years ahead of us, including possibly folding two meetings into one, thereby reducing the need for staff hours, as well.
