Subject/Title: Compensation and Classification Description for Grant Writer to establish a classification series to support the Cityís efforts in researching and securing grant funds.

Adopt a Resolution to establish the compensation and classification description for Grant Writer.
Staff completed an assessment of the Grants function with regard to research, coordination and development of grant funding opportunities for the City. Staff concluded that it is prudent to develop a classification series to support this work. The classification series will include a Grant Writer and a Grants Administrator (previously adopted).
The attached Grant Writer classification description, marked Exhibit A, is provided for your review and comment.
The proposed salary range is based on the new classificationís relationship with the existing Grants Administrator classification. The proposed salary complies with the rationale established in the adopted Classification/Compensation Study that was adopted in 2000. Staff recommends the following salary ranges:
Grant Writer $44,304 - $53,844 annually
Other than recruitment costs, there is no fiscal impact at this time as a result of the above recommendation. Funding for this new position will be requested as part of the 2002/03 Annual Budget.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE COMPENSATION AND CLASSIFICATION DESCRIPTION FOR GRANT WRITER IN ORDER TO ESTABLISH A CLASSIFICATION SERIES TO SUPPORT THE CITYíS EFFORTS IN RESEARCHING AND SECURING GRANT FUNDS
WHEREAS, staff conducted a review of the grants function relative to staff that support the work, and,
WHEREAS, staff recommends establishing a classification series specific to the grants function in order to address future the Cityís efforts with regard to grant application and the acquisition of grant funds, and,
WHEREAS, a classification description has been developed and is attached as Exhibit A, and,
WHEREAS, staff recommends establishing the following salary range based upon the rationale established in the adopted Classification/Compensation Study that was adopted June 13, 2000:
Grant Writer $44,304 - $53,844 annually
NOW, THEREFORE BE IT RESOLVED the City Council of the City of Brentwood approves the compensation and classification description for Grant Writer in order to establish a classification series to support the Cityís grant funding efforts.

CITY OF BRENTWOOD
Class specifications are only intended to present a descriptive summary of the range of duties and responsibilities associated with specified positions. Therefore, specifications may not include all duties performed by individuals within a classification. In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications of incumbents within the position.
Under general direction, performs a wide variety of research, coordination and development activities for funding proposals, develops and writes proposals, performs administrative support tasks and duties as well as other related duties as required.
The Grant Writer is expected to exercise considerable independent judgment in recommending federal, state and local funding opportunities, including needs identification, grant application and administration. This position performs activities of considerable difficulty, which require broad knowledge of the City including departments and their functions. This classification is distinguished from the Grants Administrator by the level of responsibility exercised by the latter, which is focused on securing, administering, and monitoring of overall grant funding activities.
Receives direction from the Grants Administrator or Director of Finance and Information Systems.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
∑ Identifies potential sources of funding from federal, state and private sources and evaluates appropriateness of grant funding relative to City policies and goals.
∑ Prepares grant applications and supporting documentation (charts, maps, slides, photographs and other visual aides) to ensure compliance with funding requirements, including researching demographic, statistical and factual data necessary for the applications, in all areas.
∑ Maintains records for grants for compliance with applicable regulations and policies, including assisting with financial reporting.
∑ Provides oversight and assistance to personnel from other departments in pursuing funding opportunities.
∑ Provides staff assistance to various citizen and community interest groups; provides information regarding available funding sources for community needs.
∑ Assembles a variety of complex data for presentation of reports.
∑ Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
∑ Performs varied duties and special projects at the discretion of the Director of Finance and Information Systems
∑ Performs related duties as required.
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near and far vision in reading correspondence, statistical data and using the computer, and acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required. May be required to use personal vehicle in the course of employment. May be required to work evenings and/or weekends. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.
QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification)
Education and/or Experience:
Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Grant Writer. A typical way of obtaining the required qualifications includes: the equivalent of three years of administrative experience, and a Bachelorís degree in business administration, public administration or a related field. Experience which demonstrates substantial knowledge and abilities relative to grant writing and funding activities may be substituted for the required education on a year-for-year basis.
Possession of, or the ability to obtain, a valid Class C California driverís license.
KNOWLEDGE/ABILITIES/SKILLS (The following are a representative sample of the KASís necessary to perform essential duties of the position)
Principles, problems and methods of grant proposal writing and administration; local, state, federal, corporate and non-profit grant and funding sources; research methods; statistical analysis; effective communication techniques for both oral and written presentations; strategies for promoting grant funding programs and services for the City; grant requirements and regulations, including financial reporting requirements; public administration policies and procedures; structure, organization, operation and difficulties that face public sector agencies; basic principles and practices of budget development and implementation; modern office practices, methods and equipment, including a computer and applicable software.
Analyze administrative, operational and organizational problems; interpret the potential impact of grant requirements on City policies, departmental programs and services, and coordinate compliance; evaluate alternatives and reach sound conclusions; consult effectively with management and staff; identify private, state and federal funding sources; serve as a liaison between various public agencies; prepare complete and comprehensive funding applications;
Ability to (continued):
persuasively present City grant requests; prepare clear and concise administrative documents and reports; apply applicable laws, codes and regulations; manage competing deadlines, short-term deadlines, and frequent changes/additions to planned schedules; communicate effectively in both oral and written form; writing concisely; interpreting and explaining complicated technical material in lay terms; exercise independent judgment, problem-solving and initiative with only basic policy-level direction, resulting in a finished work product; use a personal computer to prepare reports and maintain records on word processing and spreadsheet software; establish and maintain effective working relationships.
