The City's automated Recycled Water Fill Station, located at the Wastewater Treatment Plant at 2251 Elkins Way, is available to City of Brentwood utility customers. Customers who wish to use this service must:
- Obtain an Access Card
- Receive a brief, one-time training on the regulated uses of recycled water
The City of Brentwood provides recycled water as part of its ongoing water conservation efforts. Recycled water, also referred to as non-potable water, is wastewater that has undergone advanced treatment and disinfection to meet stringent quality standards established by the California State Water Resources Control Board Division of Drinking Water. While not approved for drinking, this water is safe and effective for a range of non-drinking uses, including landscape irrigation and industrial processes.
How to Get Your 24/7 Access Card
To get started, City of Brentwood utility customers must complete a one-time registration and training process at the Wastewater Treatment Plant office (2251 Elkins Way). You can drop in Monday through Friday, between 7:00 a.m. and 3:00 p.m., or call (925) 516-6060 to schedule an appointment. During your initial visit, you will complete the following steps:
- Verify Residency: Present a current city utility bill as proof of residency.
- Complete Paperwork: Fill out the Residential Recycled Water Use Application and Agreement.
- Training & Inspection: Attend a brief, one-time Recycled Water Fill Station Training Program while city staff performs a quick inspection of your transport tank or containers.
- Tag & Go: Staff will give you required Recycled Water Notice stickers to place on your containers, along with your official Access Card.
Customers may obtain an Access Card at the Wastewater Treatment Plant office, 2251 Elkins Way, during normal operating hours, Monday - Friday, 7:00 a.m. - 3:00 p.m., or by calling (925) 516-6060 to schedule an appointment.
Hours of Operation
For Access Card holders, the Fill Station is accessible 24/7.
Rain Closures: The Fill Station will be closed the day of and day after rainfall (as mandated by the State Water Resources Control Board as a requirement of the City's Water Reclamation Permit).

Container Guidelines
- 300 gallons maximum of recycled water may be picked up per visit; Visits are unlimited.
- Consider maximum load capacity of vehicles (Vehicle Payload List).
- Water weighs 8.34 pounds per gallon
- 100 gallons = 834 pounds
- Failure to comply with maximum load ratings set by the manufacturer will be the sole responsibility of the user.
- Container(s) must have water-tight lids and shall not leak.
- Secure container(s) for safe transport.
- Container(s) shall not be used to carry potable water unless thoroughly cleaned and disinfected.
